The problems associated with Day Laborers also present a
significant drain on police resources. On many occasions officers have
contacted loitering Day Laborers that are in violation of various alcohol
and/or drug offenses. Day laborers also contribute to excessive amounts of
trash and litter being scattered about the area.

The Concord Police are frigging LAZY when it comes to dealing with the day laborers. They always have been.
If Livingston becomes our next Sheriff I hope the next chief here in Concord does a better job dealing with this situation.
